This paper results from a piece of research conducted by Steer Davies Gleave for Transport 2000 last year. The paper begins with a description of the study and the reasons it was commissioned after which a summary of the conclusions reached in the study is presented. The paper then concentrates on two areas in more detail: objectives and appraisal. In each case, the study's conclusions on the subject are first discussed and any relevant developments since publication analysed before the current state of play is described and evaluated. The paper ends with discussion of a potential way forward in light of the conclusions reached.
