Abstract

Ramp metering is a traffic management tool widely used in the United States, and is starting to be developed in Europe as well. Authorities see in ramp metering a new tool to solve congestion related problems and have a widened range of strategies and algorithms at their disposal. Different reasons have until now, prevented any extensive deployment in France: the absence of technological solutions in the 1970s, unadapted French signing system for this strategy, a lack of motivation on the part of some technicians to tackle regulatory and technical issues and finally a clear political debate as to the true effectiveness of ramp metering. However, the end of the 1990s have seen an increasing interest in ramp metering in France as well as in Europe at large. CERTU is currently working with three sites : Paris, Marseilles, and Bordeaux in their endeavour towards sound implementation of ramp metering systems and solid evaluations to analyse the results and conclude on the feasibility and the conditions of a wider deployment.

After briefly reminding some of the objectives and technical aspects of ramp metering, this paper will focus on describing the different attempts aimed at testing and implementing this strategy in France in the past 30 years, taking a closer look at the most recent developments around this strategy.
