Abstract

The adoption of a best value approach to local authority service provision has resulted in a profusion of targets that need to be defined and then monitored. Local Authorities are now faced with requirements to measure progress towards numerous targets in Local Transport Plans, the Road Traffic Reduction Act and the National Air Quality Strategy, Best Value Performance Indicators and others.

This paper explains the way in which Surrey County Council has approached the issue of target setting and monitoring in its Local Transport Plan. The approach is one of using wherever possible analytical tools and information that are readily available or that can be adapted in a cost effective manner.

The paper begins by providing the policy background to the current culture of target setting. It then describes the analytical tools that Surrey has available. This is followed by a description of the ways in which the analytical tools have been used to both set and monitor targets in the Surrey Local Transport Plan.
