Public involvement is about listening, learning, Creating on-going dialogue and lowering barriers between the public and decision-makers. So high is the importance placed on it, the Government is proposing to introduce statutory duties on all local authorities to consult and engage with their local communities.

Councils are also expected to demonstrate that that they have achieved Best Value in the provision of services. Best Value is about putting people's needs right at the heart of local government, and effective public involvement is central to this and will require local authorities to establish a clear understanding of the public's priorities.

This issue goes far beyond transport however. In the White Paper Modem Local Government: In Touch With the People, the Government made clear that improving local democracy through improving relationships between councils and their communities was of vital significance and that it would be considering how innovations in electoral procedures and voting systems could' achieve greater involvement 1.
