Abstract

This paper describes the Assessment of Transport Strategies (ASTRA) project which was Ioart of the Fourth Framework Research and Technological Development Programme of the European Union. The aim of ASTRA was to develop a new approach for analysing the impact of the Common Transport Policy (CTP) of the European Union and the construction of the Trans European Networks (TEN), particularly their secondary and long-term effects. The ASTRA project was undertaken by a consortium of four partners from three countries.

In addition to a review of assessment methods in four areas, transport, environment, land use and regional economics and macro-economics, ASTRA was tasked with developing a common platform to interface partial models that were available in the four areas in order to identify and handle long term secondary impacts of European policy making. The ASTRA Systems Dynamics Platform (ASP) has been developed using commercial systems dynamics software packages (ithink and Vensim). It integrates four sub-modules representing the areas reviewed and models, at an aggregate level, economic activity and transport flows across the European Union.

This paper is structured as follows: Section 2 describes the policy context of the ASTRA project. Section 3 describes the main aspects and history of the systems dynamics discipline and how it has come to be applied in transport research. Section 4 then describes the structure of the ASP and highlights some of the key modelling issues. Section 5 describes the application of the ASP to several demonstration examples and section 6 looks at further research issues and conclusions drawn from the work carried out in ASTRA.
