Trans-European transport research expanded enormously with the advent of the 4th Framework Programme in 1994. As that programme draws to a close, and a new one begins, it is pertinent to think beyond the individual projects and examine what the overall impacts of the programme may be.

This paper describes the SITPRO project, itself part of the 4th Framework Programme. SITPRO, Study of the Impacts of the Transport Research and Technological Development Programme, was commissioned to specifically investigate potential Programme impacts.

This paper is structured as follows. Section 2 outlines principal features of the Transport Programme of the 4 th Framework Programme. The development of the methodology to study Programme impacts is described in section 3 and the key concept of the "research impact pathway" is introduced in section 4. Section 5 describes the method's implementation. The results of the study are presented in sections 6 to 9. Barriers and facilitators to impact are summarised in section 10, as are recommendations as to how Programme impacts may be enhanced.
