Abstract

The EC STEEDS project has developed a Strategic Transport-_Energy- Environment Decision Support system. One of the key aims of the software- based system is to help users explore options for altering the vehicle mix for environmental benefits, in the face of socio-economic uncertainty and multiple policy objectives.

The STEEDS modelling system is innovative in three particular aspects:

* The use of quantified scenarios of socio-political developments as a modelling input;

* The integration of a series of simulation models covering transport demand, vehicle supply, vehicle and life-cycle energy use and emissions, traffic noise, primary energy requirements, environmental impacts and external costs;

* A user-friendly module to support data visualisation and decision-making on the simulation results in real-time for the non-expert user, using single and multiple policy cdteda.

This paper describes what STEEDS is all about, goes into more detail on some of the innovative aspects, and illustrates its use with policy analysis. It also compares STEEDS with other strategic models, and concludes with an outlook of possible future uses.
