Benchmarking Passenger Transport in Railways

This paper describes the results of the Case Study for the Benchmarking of Passenger Transport in Railways as one of the three Pilot Case Studies in the BOB project. The BOB project, submitted by DG-TREN within the fifth framework research programm, is focussed on the testing of use of benchmarking methods in relation to transport policy issues.

It is proposed to focuss on the following topics:

* The contractual relation between operators and authorities, including clauses on punctuality, passenger growth and customer satisfaction. Here focuss is on the way that authorities are capable to translate their objectives into targets and behaviour of operators. This analyses goes in three steps: the contents of the indicators, the translation of policy into contracts and indicators and the formulation of policy

h4. Objectives.

* The process as it has taken place and the evaluation by the participants. In particular the chosen methodology will be reviewed and assessed for use in benchmarking policy isues.
