Abstract

Under transitional conditions interests have become diverging. Before in the centralized economy all was dependent on the state plan. Now it is necessary to lobby interests of transport to provide advancing.

When there is budget deficit, the production is falling, banking and financing system is unstable and only short-term projects are supported then transport is under unfavourable conditions.

White Book of Transport is an official document for non-specialists who make decisions on transport development (local administration heads, deputies, government officials). White Books of Transport are compiled for 15 regions of Russia and CIS. There are two types of White Books: (1) for all kinds of transport (investment strategy of developing the entire transport system in a region), (2) with an emphasis on motor roads. Here a case study of the second kind is discussed.

White Book has a subtitle, for instance, Pscov Region Road System Concept and Development Programme with Consideration of Area's Interests. It is written in langoage normal for officials, and its findings, firstly ones which concern financial and taxation policy, are presented in such form that deputies are convinced to adopt decisions desired for transport executives.

Standard composition of White Book is as follows:

1. Prefeasibility study for investment in transport under conditions of transition economy.
2. Assement of transport development level in the regions.
3. Investment priorities and acuteness of transport problems.
4. Role of transport ways in social and economic advancing of the region.
5. Development strategies.
6. Financial scenarios and efficiency of investment.
