Abstract

The Student Pass was an initiative from the Ministry of Education as part of its efforts to reduce the rising costs of study financing. It was a prudent financial arrangement in order to ease the many demands on the education budget. In the period 1988-1990, officials of the Education Ministry undertook intensive negotiations with various public transport operators in the country. A commercial agreement was reached and a contract was signed with Netherlands Railways (NS) and the operating companies in the urban and rural areas. The pass became effective as from 1 January 1991 for a four years period.
