The financing of roads is a major issue in all countries and, regardless what financing system is employed, the issue has far reaching implications for both road transport and general government finance. This paper, which draws on road financing experiences in a number of countries: (i) provides strong evidence of the importance of adequate highway funding; (ii) discusses a variety of types of road user taxes and other means of financing that have been implemented in various countries; and (iii) evaluates these specific types of highway financing.
