Abstract

The proposed theme which I would like to present to conference participants is "Transport sector strategies of Czech republic for years 2014 - 2020 with long term outlook up to 2050". It is base strategic document which is currently prepared on Ministry of Transport of Czech Republic from September 2011, in cooperation with infrastructure managers/investors, other ministries, other interested parties, including the non-governmental organizations. The document should give us an answer for the question "what infrastructure should be financed, why, and what kind of sources will be possible to use for it"? The strategy is based primarily on multimodal transport model created in VISEM-VISUM with use of all important socio-economic and traffic inputs on passengers and freight transport.

The analysis will also include detailed look on each financial source, from which it will be possible to finance infrastructure: taxes, upgrading of toll system, better use of vignettes, European funds for cohesion countries, PPP projects, project bonds, EIB loans and of course also a chapter about possibilities for stabilize the state subsidies for transport infrastructure in mid-term outlook. The scope of work also consider important development of TEN-T network from the European point of view including possibilities for using the "Connecting Europe Facility" fund and "Project bond initiative" and other new financial instruments. The work on the project will end at February 2013 and the process also includes ex-ante SEA evaluation, as this topic is very important from the European point of view. The team, which is preparing the strategy, is composed also from main outsourced consultant and ex-ante evaluator because the result need to be very quality for reach the general consensus on it.
