There has been a phenomenal increase in the provision and maintenance of utilities in the United Kingd, om~ in both urban and rural areas.

Many cities have developed through innovative pedestrianisation strategies while there have been few new conurbations and it has been recognised that the stone, brick, cement, wood, concrete and iron pipe supplies provided h!storically are now inadequate, as cities are no longer new. The philosophy of"out of sight, out of mind" is no longer acceptable 1. This has resulted in a dual need for the maintenance of existing services such as water, sewerage and gas, and the new construction of telecommunication services which is considered to be a multi-million pound industry.
