Abstract

In the United States, access management has been heralded by most practitioners as a very sensible and relatively low-cost strategy for improving traffic flow and safety on urban/suburban street systems. On the other hand, many developers and politicians have labelled access management as too restrictive and unworkable. The truth is, that implemented properly as part of a comprehensive program, access management is indeed viable.

To fully understand the what, why and how of access management, it is necessary to talk a little about the stages of land developments and the supporting roadway systems These are components of the urban landscape that must to be linked by driveways or points of access. The stage of land development as well as the speed and functional design of roadways serving the development are crucial to determining how to manage access there.
