Abstract

In Germany accident remedial work at high risk sites (HRS) is normally based on the knowledge and experience of the involved engineer. There is no systematic approach to find the optimal measure to improve road safety at a certain site.

A lot of research work has been done dealing with nearly all different kinds of aspects of the street, the vehicles, the driver. But these studies always concentrate on one specific feature. Integrated investigations and comparisons between various remedial measures at HRS that could help in practice to solve an accident situation are not at hand. Therefore, this investigation, funded by the German Road Research Laboratory, has collected experiences made with remedial measures, in order to evaluate and classify them and to give recommendations for the remedy of a special accident situation.

Normally accident data is collected by the police, who supervises the distribution of accidents throughout the road network. Every accident is visualized by a needle on a large scale road map. The diameter of the pinhead marks the accident severity and the colour of the pinhead marks the type of accident, which indicates the traffic movement, leading to the accident. By this visual means the police is able to identify very early an accumulation at a certain site. If the number of accidents exceeds a defined limit, further investigations are made in order to find out if this accumulation it caused by road or traffic conditions that should be improved. During this investigation a diagram is made that illustrates the accident situation. Every accident is represented by a symbol indicating accident type, accident severity, road and weather conditions during the accident. This accident diagram is completed by a table with further information about each accident. Once a year the local authorities responsible for road maintenance and traffic safety discuss in a commission remedial measures to be taken at these high risk sites.

The identification of high risk sites is only based on limits for the absolute number of accidents at a certain location. These limits are valid for an average daily traffic (ADT) of about 10000 veh/day, but in practice in most cases no adjustment is made for higher values. As police work is a federal state affair every state has its own accident limits. These limits differentiate between accidents of the same type or accidents of all types and between the accident severity

When the accident commission decides on a remedial measure it may still take several months or even years before it is realized. In most cases the lack of money is the cause for this delay.
