Abstract

Research evidence suggests that speeding is a contributory factor in between one fitth and one third of all road accidents. Despite this, drivers still do not perceive speeding as a particular serious offence. With a government objective being a reduction in road accident casualties by one third by the year 2000, the Scottish Office decided to undertake a research program which would investigate the major factors related to the behaviour of speeding drivers on Scottish Roads. Three main areas were identified for consideration:

* Attitudes towards speeding

* Who actually speeds

* Changing attitudes and behaviour
