Abstract

Highway Authorities and Network Managers are required to deliver improvements in traffic conditions, or to maintain existing performance, despite increasing demands for road space from all classes of road user.

To be able to achieve the objectives established for them, network managers have two basic requirements:

* quality network information, both real time and historical data; and

* traffic management and trafllc control tools to modify the operation of the road

* network or the behaviour of users to achieve specific objectives.

The network management process is a continuous cycle of implementation and monitoring. A wide range of facilities will be needed to help the manager to become more proactive when dealing with the problems associated with traffic, particularly in urban areas, and the Urban Traffic Management and Control (UTMC) concept ~ promote the development of these facilities.
