Abstract

Mobility is a key factor in urban development. Mobility is a fact of daily life, and this is impossible to understand without considering the millions of journeys made on foot, by bike, on public transport or in private vehicles, in addition to journeys by commercial vehicles.

Barcelona's 2013/2018 Sustainable Urban Mobility Plan (SUMP) is a planning tool defining the lines of action that will govern urban mobility in the coming years, with the strategic mission of continuing to move towards a more sustainable, efficient, equitable, safer and healthier collective mobility model. These concepts are absolutely synonymous with social and economic progress as well as quality of life in a city.

The Plan is an opportunity to consider how personal and goods mobility can be incorporated, in public areas, into the social and economic dynamics of the city and the transition towards becoming a smart city, a challenge which requires the cooperation of all the agents and Barcelona City Council, who have the ability to take an active part in constructing the model, including organisations, companies, other institutions.

The SUMP advocates a series of measures aimed at attaching greater importance to pedestrians and cyclists, promoting the use of collective public transport and reducing the use of private vehicles, with the objective of improving the quality of the city, road safety and the efficiency of the entire mobility system.

The Plan is adapted to the criteria and guidelines established by the law and higher order directives, and uses as a reference other strategic and planning documents that play a part in certain aspects connected to mobility, including Barcelona's Mobility Master Plan for the metropolitan area, the Transport Infrastructure Plan of Catalonia, and the Strategic Bicycle Plan of Catalonia.
