Now the city of Santiago possesses of the order of 4,7 millions of habitants that generate labor normal around 10,3 millions ofjoumeys in a day which the 73% of these journeys are carried out through a medium of motorized transport.

Abstract

Now the city of Santiago possesses of the order of 4,7 millions of habitants that generate labor normal around 10,3 millions ofjoumeys in a day which the 73% of these journeys are carried out through a medium of motorized transport.

The Distribution of these motorized journeys in this different ways of public wansport register about a 77% and the 23% residual is register in private transport, being consistent this prevalence of the public transport with a low rate of mechanization in the city of Santiago. Where it doesn't overcome the 90 vehicles per 100 habitants. However, the good conditions of the national economy have induced, in the last time, an important increments of it, existing clear indications that this situation will stay in the medium and long term. This situation, without a doubt, ~11 have important aftermath on the System of Urban Transport (SUT) of the principal cities, especially in the city of Santiago. At the same time, the capacity with the growth that has experienced the urban population and the level of activities of it.

If to the previous, it sum the fact that the substructure of transport introduces at the present lime, problem physical functions and operational in different periods of the day, as well as the deficit of investment in the Sector, is arrived to the conclusion that the deterioration of the development of the SUT is progressive, inducing in the quality of life of the city that apparent in the increase of the vehicle congestion and of the atmospheric contamination.

Conscious of this problem, the government is impelling a series program of investment and of sectorial policies guided to the improvement of the SUT, especially of the city of Santiago. A Plan of Development of the SUT for this city have been defined, based on several programs of investment in projects of substructure in policies of transport and in a determined stage of growth of the city, which is consistent with the global policies of urban development.

One of the programs impelled with mayor dynamism by the government, through the Executive Unit of Urban Concessions of the General Coordination of Concessions of the Ministry of Public Works (MPW), it has been established a program of urban concessions, whose central objective is to contribute to the development of the substructure through the improvement of the characteristics by the offer of transport through the concretion of roads projects that ~ be financed and operated by the private sector. Additionally, it have been advanced in other programs and policies guided to the improvement of the SUT, this will have in consideration for the analysis of the program before described.

It fit to highlight that due state of advance that now the projects posses, the figures and outputs that report the present work refers exelnsive to only one of the projects that conform the First program of Urban Concessions.
