Abstract

Connect is the generic name for a number of tender joint ventures and a group of companies. It was established prior to the submission of a pre-qualification document for the first round of four Design Build Finance and Operate (DBFO) tenders in the autumn of 1994. The partners that formed Connect together in 1994 and who are still supporting Connect, are BICC (the parent company of Balfour Beatty, a major construction firm in Britain), Philipp Holzmarm (the leading German construction and engineering firm) and the engineering firm WS Atldns.

The decision of the Highways Agency in 1994 to let out a number of DBFO Contracts simultaneously and in sequence (which is in stark contrast with most privately financed project tenders), encouraged the partners to develop an single organisation that could deal with a number of tenders and could eventually become a serious road developer and operator.

The partners implemented this intention by creating a tender team, led by an "independent" project director. This team was given the task to develop a coherent approach to all projects, to apply all experiences to each new tender and to guarantee continuity once a tender had been won and the project had to be realised.
