Abstract

The Finnish National Road Administration (Firmra) has set up a three-year research program titled "Community Impacts of Transportation Planning", which aims at developing Finnra's strategic planning and assessing the impact of alternative allocations of road infrastructure expenditure. 1997 will be the final year of the research program, and the main emphasis this year is being placed on summing up and implementing research results.

The research program has three topic areas: road expenditure allocation, low-volume road policies and road transportation pricing. This paper is mainly based on the findings of seven studies in the 'Low-volume road policies' topic area.
