Abstract

Current Planning Policy Guidance (PPG) on transport, PPG 13, first issued by the United Kingdom government in 1993, gives guidance on the location, form and accessibility of development. It contains a general presumption against development on green field or edge of town sites, regarding these types of location as likely to generate more vehicle mileage in the form of longer trips than more central sites. Also non-central sites are often much more difficult to serve effectively with public transport, at least on a commercial basis.

In June 1996 PPG 6, "Town Centres and Retail Development" was revised and expanded in the general context of the transport guidance in PPG 13. In paticular it advocated a sequential approach to the toeation of all uses traditionally found in town centres, including commercial entertainment and leisure uses.
