Abstract

The parking standards administered by a local authority specify the amount of parking space which is to be provided in new development and thereby influence the amount of traffic which it generates. The current government guidance relating to the role of parking standards in the development planning process seeks to apply them in a way which will meet the commitments of the governments' Sustainable Development Strategy (Department of the Environment 1994). In the transport context thig involves the introduction of measures which aim to reduce the growth in travel demand. The objective of this paper is to review the potential which exists for applying parking standards as a means of achieving this aim The paper will consider:

* the definition of sustainable development and its application in the development planning process;

* the form and content of parking standards and the factors which have controlled their development to date;

* the government guidance relating to the application of parking standards as a means of achieving sustainable development;

* the potential that exists for the use of parking standards as a means of reducing the growth in travel demand;

* the problems associated with the putting government guidance into practice.

The paper will include reference to the results of a study undertaken by the Transport Studies Group at the University ofWestmlnster (Valleley et al 1997), which has sought to examine the potenfml that exists for the development of a set of regionally coordinated restraint based parking standards in the East Midlands Region.
