Abstract

SCOOT is an Urban Traffic Control (UTC) system. It is a system for the control of traffic signals in urban areas, which responds in realtime to actual traffic conditions. The original objective was to minimise stops and delays, but the system has been enhanced to include many traffic management facilities. The primary feature of the system is the interlinking of traffic signals through a central computer which assesses traffic conditions and trends from traffic detector loops located throughout the network.

Because of the adverse environmental impact of traffic in urban areas, the UK's Department of Transport commissioned the TRL to study how SCOOT can be used to provide estimates of emissions due to traffic in SCOOT controlled urban areas. The aim of the study was to provide improved information on the problem of vehicle emissions as a first stage to developing methods to reduce the pollution.
