This paper describes the development of a new Traffic Restraint Analysis Model called TRAM. The model has been developed and used for Stage Two of the UK Department of Transport's Study of Parking and Traffic Demand and the Avon Traffic Study. The paper is primarily concerned with the issues of parking and traffic demand: how TRAM represents the relationship between them; and the results of using TRAM to estimate the impacts of illustrative parking control strategies in the context of the case-study for Bristol.
