Abstract

Within the 4th Framework Programme of the European Union, a major research project is underway looking at developments in transport technologies and the effects that these may have on Europe's future transport systems. A key aim is to look at how these technologies may influence, and be influenced by, tile objectives of the Union's Common Transport Policy (CTP).

The project, called FANTASIE (Forecasting and Assessment of New Technologies and transport Systems and their Impact on the Environment), has a dual function: both to develop and recommend a methodology, and to pilot its application. Technology Forecasting and Assessment (TF/TA) activities are relatively well developed at a national level in several Member States, but their methodology and role in policy- making vary significantly. A Europe-wide perspective that takes account of CTP priorities does not yet exist, and tile most appropriate TF/TA process at a European level is not immediately apparent. This project was conceived to fill these gaps.

The work is funded by DGVII of the European Commission, and is being carried out by a 13-partner consortium. The project duration is Januai2y 1997 - June 1999.

This is a results-focused paper that presents early findings from the project on the potential and impact of new transport technologies and vehicle concepts within Europe's transport systems.
