Abstract

This paper looks at current achievements in the development the trans-European transport network (TEN) and identifies some of the key issues for the revision of the TEN-policy which is due at the turn of the century. Taking account of previous studies, it argues that an effective strategy for implementing the TEN will have to be based on a concept of network benefits and "added value" for the EU as the whole. This will require a pragmatic approach to defining project criteria and network priorities. In addition, it may be necessary to establish common standards for TEN infrastructure and related services.
