The emerging concern over the local and global environments is giving rise to myriad of planning responses in the developed economies of the world. In urban areas a particular issue is that of traffic congestion and air pollution. It is reeognised that land use planning could have a potentially significant role in addressing these concerns.

The development of PPG13 in England and Wales, and the Dutch ABC model in the Netherlands, could each be viewed as something of a watershed, in providing a strategic framework for promoting sustainable development.

This paper, although focusing predominantly on Arup's own research relating to the implementation of PPG13 in England and Wales, also attempts to look at the issues concerning the present pre-occupation with land use and transportation policy in the Netherlands. It is not intended that this paper should be a detailed discussion of Dutch land use and transportation policy, rather a focus on the philosophy behind, and the context in which this progressive policy has been introduced and developed.

Issues surrounding the implementation of policy in the Netherlands are highlighted, and this will allow comparison with the implementation of PPG13 to be made.
