Abstract

High occupancy vehicle (HOV) lanes are long established in North American cities. However, only a few cities in Europe have so far considered such schemes as a solution to local congestio n problems. This is probably because, in general, European cities have far better punic transport services and fewer high capacity multi-lane urban motorways. Nonetheless, at around 1.3 persons per vehicle, average car occupancy is relatively low in most EU cities. Measures to increase occupancy levels can therefore have a potentially useful role as part of an integrated urban transport strategy.
