Abstract

Many Government's around the world have, at some point in time, contemplated the use of private sector toll roads. The main attraction is the perceived ability of the private sector to build a road and to recover the cost of doing so, together with a return, from the general public by charging tolls for use of the road, thereby allowing the continued development of infrastructure without demands being made on public finances. In practice, experience has been mixed and there is a genuine question mark over the viability of the purely private sector green field toll road. The purpose of this discussion paper is to review some of the experience to date and to identify possible options for the'development and financing of motorway projects in the Bank's countries of operation.
