Abstract

Puerto Rico is a small Caribbean island lying 1,000 miles south east of Florida. It is a US territory with the Dominican Republic to the west and the Virgin Islands to the east. Puerto Rico came under US sovereignty at the end of the Spanish-American War and, today, the relationship between it and the US is known as 'commonwealth status '~. The ultimate source of power over Puerto Rico is the US Congress.

As a US territory, Puerto Rico is govemed largely by Federal guidelines and regulations. As such, this paper reports the adoption of electronic toll collection (ETC) technologies from an American perspective, although many of the lessons learned have a far broader application.
