In view of the growing traffic problems on the autobahns, traffic-control measures and in particular measures influencing heavy traffic are increasing in .importance. In particular positive effects on the flow of traffic and traffic safety are expected from the introduction of overtaking-by-trucks bans on autobahns. Under consideration here is not the specifically aimed use of bans on overtaking by trucks on uphill sections. Such limitations have been in use for many years with considerable success in terms of traffic safety. Recently, however, efforts are often going in the direction of introducing overtaking-by-trucks bans on sections on which there is no such direct external reason for doing this, e. g. introducing them on level sections. The hope is that such overtaking-by-trucks bans, which are often applied over relatively long sections, will have a quietening effect on the flow of traffic. Different investigations have already been carried out on this way of influencing traffic on autobahns. However, areas of uncertainty still exist on the consequences of this measure. The objective of this investigation was therefore to update the existing information on the basis of new investigations, to open up new findings and to develop decision-making criteria relating to the areas of traffic flow and traffic safety.
The investigation was carried out as a research project during the time when the author was employed as a scientific officer in the Department for Traffic at the Ruhr University, Bochum, on the instructions of the Federal Minister of Transport.
