Abstract

The development of site-based commuter plans usually follows a process of site- based surveys, policy formulation, implementation and evaluation. This paper aims to critically review this process, outline the impacts that the process is having on the development of commuter plans and develop solutions to the problems identified.

Two specific weaknesses in the process will be reviewed in detail. Firstly the causal link between travel surveys and policy development will be reviewed. The importance of basing commuter plans within the travel needs and priorities of site users is seen to be paramount, yet can be difficult to achieve for a variety of reasons. Secondly, the evaluation of the impacts of commuter plans will be critically appraised. There is a growing danger that if the impacts of commuter plans are transparent, it could drastically halt their development.
