Abstract

Birmingham City Council published its "Visions" policy document on transport in 1997. This document pre-empted the 1998 Government White Paper on Transport, underlining the need to control growth in private vehicle traffic, and to reduce social exclusion by ensuring access for all. "Visions" will enable the City Council to develop a consolidated transport strategy which will form the basis of the City's first Local Transport Plan. The views of the citizens of Birmingham are, of course, of paramount importance in this task.

The "Visions" document was widely distributed and discussed, and a variety of responses were received from interest groups, in addition to feedback achieved through public meetings. There was, however, a perception that the level of public response was poor, particularly from the marginalised groups who experience social exclusion due to a lack of access to economic opportunities, and who the "Visions" policies should be supporting. Therefore, a decision was taken to undertake further, pro-active Market Research.
